Cost Benefit Analysis on Green Rated Buildings: Public Offices in India

Abstract


Green-rated buildings are emerging as a cornerstone of sustainable urban development, addressing both environmental and economic challenges in the construction industry. This study critically examines the economic and non-economic benefits of green-rated office buildings in India, focusing on public buildings certified under GRIHA and LEED systems. Using detailed case studies of Indira Paryavaran Bhawan (IPB) in Delhi, Punjab National Bank Head Office (PNB) in Delhi, and the Uttarakhand State Disaster Management Authority (USDMA) building in Dehradun, the research explores the implementation of green technologies, their realized impacts, and areas for improvement. The findings reveal significant economic benefits, including reduced energy consumption, operational savings, and lower maintenance costs. In parallel, non-economic impacts, such as enhanced indoor air quality, improved occupant health, and increased user satisfaction, have a transformative effect on the building's overall performance and organizational growth. Moreover, the study highlights how these benefits are interlinked, collectively improving real estate value, workplace productivity, and brand recognition for organizations. However, despite advancements, gaps remain in government policies and tax incentives aimed at promoting green construction. By synthesizing post-occupancy evaluation (POE) surveys and expert feedback, this research provides actionable insights and recommendations to policymakers, developers, and green building advocates.
