Survey of Multi utility Web Portals for Enhancing Community Resilience and Emergency Response

Abstract


Highlights the increasing importance of integrated digital platforms in supporting communities during crises. Community resilience is vital for effectively managing disasters by enabling communities to anticipate, withstand, and recover from adverse events. Multiutility web portals serve as comprehensive tools that combine emergency alerts, resource coordination, social support, and information dissemination to enhance community resilience and emergency responsiveness. This paper surveys existing architectures, technologies, methodologies, and evaluation frameworks of such portals, identifying key functionalities that facilitate real-time information sharing, user engagement, and interoperability with emergency services. Moreover, it outlines critical research gaps, emphasizing the need for more inclusive designs, scalable architectures, and improved data integration techniques. By consolidating findings from diverse studies, this survey aims to provide a foundation for the development of robust, user-centric multiutility web portals capable of addressing the evolving challenges of disaster management and community well-being.
