

Strengthening Governance through Procurement Reform: Lessons from West African Jurisdictions
Abstract
This study analyzes relationships between public procurement reforms and broader governance, political and economic factors in West African countries. Using a mixed methods approach combining quantitative correlation analysis of datasets and a qualitative review of academic literature, the research aims to identify key linkages and insights to guide reform initiatives in the region. The results indicate procurement policy improvements require holistic governance strengthening beyond technical fixes. Passing legislation alone has limited impact without implementation capacity and political will. Institutional reforms need sustained commitment, not short-term interventions. Transparency and civil society participation are vital to enhance accountability and sustainability.
