Key Performance Indicators of Public-Private Partnership (PPP) Housing Projects in India

Abstract


Although public-private partnerships (PPPs) are extensively used in many industries, there are concerns about how little of them are used in the housing sector. Therefore, this paper assesses the challenges regarding the implementation of PPP in housing sector and the important factors and Indicators which need attention for the success of executing affordable housing in PPP mode.

The characteristics of success or the standards by which the success of a project is measured have changed over time, giving rise to decades of debate about what constitutes project success. Even though Time, Cost, and Quality have always been the three fundamental and crucial performance indicators in any construction project, over time, researchers have become interested in other measures as well. These include Benefits/Profit, Finance, Concession, Stakeholder Satisfaction, Environment & Sustainability, Communication, Innovation, Social Benefits & Health Safety and Environment HSE, etc. These measures have a significant impact on the performance of PPP projects and are deeply integrated into the framework.

A framework was created using the body of existing research in the literature. Following the selection of all indicators, the analytical hierarchal process (AHP) was used to determine the relative weights of each indicator. A new framework for measuring performance was then suggested using these weightages. A model for evaluating a project's success with a single index was developed using this framework and weightages.
