

Transforming Urban India: Insights from Smart City Development in Dholera and Bhubaneswar
Abstract
The rapid urbanization of India has generated several challenges leading to the initiation of the Smart Cities Mission (SCM) in 2015. This paper, through case studies of Dholera and Bhubaneswar, reviews the objectives behind SCM, strategies of its implementation, and further outcomes. It analyzes critically the setting of urban development through the facets of technology integration, governance reforms, and citizen engagement. The analysis underscores the interaction of socio-economic, technological, and environmental factors impacting the fate of the mission along with persistent challenges like funding constraints, social inclusion, and environmental sustainability. The findings show that while the SCM has transformative potential, it tends to enhance urban infrastructure and livability yet much remains lacking in terms of execution and inclusivity. This paper will conclude with lessons learned and actionable recommendations for advancing an equitable, sustainable, and technologically resilient smart city development in India.
